Phillip Carter

 

Phillip Carter is the Chief Operating Officer for Caerus Associates. He has more than 15 years experience in stability operations, law enforcement, and the rule of law. His government service includes 9 years as a U.S. Army military police and civil affairs officer with service in Korea and Iraq, and service in 2009 as Deputy Assistant Secretary of Defense for Detainee Policy. Mr. Carter’s private sector experience includes several years of government contracts and national security law practice with McKenna Long & Aldridge LLP.

He has also published extensively on law and national security, writing for Slate, the New York Times, the Washington Post, and other publications, and he has taught on political science, law and terrorism at UCLA.  Mr. Carter currently serves on the editorial board of the Journal for National Security Law & Policy, and also serves on the veterans advisory council for the Jericho Project, a non-profit organization in New York City devoted to ending homelessness through innovative supporting housing programs.
