Kate Phillips-Barrasso

Kate Phillips-Barrasso is a Senior Policy Advisor for CARE, a leading humanitarian and development assistance NGO. Her work involves analyzing U.S. policy, advocating on key legislation, and representing CARE to Capitol Hill, the Administration, and other NGOs. Her current issue portfolio includes Water and Sanitation, Gender-based Violence, Countries in Conflict, Basic Education, and Foreign Assistance Reform. Prior to joining CARE, Kate was with the U.N. Millennium Campaign, working to increase U.S. awareness of and action around achieving the Millennium Development Goals. Kate is from Orange County, California and holds a Master's in International Development Studies from the GeorgeĀ  Washington University and a B.S. from U.C. Berkeley in Conservation of Natural Resources in Developing Countries.
