James (J.J.) Saulino is an Associate in the Washington, D.C. office of Crowell & Moring, an international law firm.  He practices in the firm's International Investment, Trade, and Arbitration Group.

J.J. received his J.D. from Harvard Law School, where he served as the Executive Student Writing Editor of the Harvard Law and Policy Review, the national law journal of the American Constitution Society.  While in law school, J.J. served as an extern  at the U.S. Department of State in the Office of the Legal Adivser and as an intern at the U.S. Department of Justice in the Criminal Division’s Office of International Affairs.

J.J. also holds a Master’s in Public Policy from the Harvard Kennedy School of Government, where his academic work focused on national security, counterterrorism, and cyber security.  He has contributed to research publications of the Henry L. Stimson Center and the Belfer Center for Science and International Affairs, and he is the author of the 2011 article Strategic Choices: Four Legal Models for Counterterrorism in Pakistan.

From 2005 to 2007, J.J. was the Communications Director to San Antonio Mayor Phil Hardberger, a position he had held during the campaign.  A native of Akron, OH, he has worked in elections in New Hampshire, Ohio, and Texas.  J.J. received his bachelor’s degree from Princeton University in 2003.
