Jean-Paul is an active duty Navy officer and physician serving as the senior public health advisor to the NATO commanding general in southwestern Afghanistan.  Based in Helmand Province, he oversees public health capacity building with the Afghan security forces and health ministry.  Previously, he coordinated international capacity building for the Department of Defense Global Emerging Infections Surveillance and Response System, in over 50 countries.
Jean-Paul graduated from the US Naval Academy, where he was a Truman Scholar; received his MD, PhD (Epidemiology), and MHS (Biostatistics) from Johns Hopkins; and served a Fellowship in Informatics at Johns Hopkins.  He is board-certified in Preventive Medicine, completing residency at the Walter Reed Army Institute of Research.  

Jean-Paul is a member of the Board of Directors of the International Society for Disease Surveillance (ISDS), Adjunct Assistant Professor of Preventive Medicine at the Uniformed Services University, and a Term Member in the Council on Foreign Relations.  He was a US delegation member and plenary speaker at the 2009 Biological Weapons Convention Meeting of Experts.  Jean-Paul has published more than 25 peer-reviewed articles and book chapters, and serves on the editorial board of the academic journal Global Health Governance.  His awards include Best Publication of the Year from the ISDS, Superior Technology Transfer Award from the US Department of Agriculture, Defense Meritorious Service Medal, and Robert Dyer Award in Epidemiology and Dublin Award in Biostatistics from Johns Hopkins.

He is married to Katherine Chang Chretien, a physician, educator, and researcher with the Department of Veterans Affairs.  They have 3 children.  Jean-Paul is a runner, cyclist, and Ironman triathlete.
