David Mortlock
David Mortlock has been an Attorney-Adviser in the Office of the Legal Adviser at the U.S. Department of State since 2009, where he is responsible for providing legal advice for the U.S. sanctions programs. He graduated from Cornell University in Ithaca, New York in 2001 and received his law degree from Georgetown University Law Center in 2004. After graduation from law school, David moved to Nashville, Tennessee to clerk for the Honorable Martha Craig Daughtrey of the U.S. Court of Appeals for the Sixth Circuit from 2004-2005. He returned to Washington and from 2005 to 2009 practiced law at O’Melveny & Myers LLP, where he focused on appellate litigation, international law, and legislative counseling. In 2000, he worked for Senator Moynihan to lead a project to archive the Senator’s historical memorabilia and from 2002-2003 as a law clerk for the American Constitution Society. David has also spent several elections with the press office for the U.K. Labour Party, including the 2001 general election at the party’s London headquarters.
