David Bibo
David R. Bibo currently serves in FEMA's Office of the Administrator as Counselor to FEMA's Deputy Administrator. In this role, David is involved in policy, program, and operational matters across FEMA's substantial portfolio. David previously served as a Special Advisor in the Office of the Director, United States Secret Service. While with the Secret Service, David focused on implementation of the Director's strategic priorities, reviewing, analyzing, proposing, and implementing solutions to organizational and management challenges.
In 2007, David was selected as one of Harvard's inaugural Dukakis Governors' Fellows and served in the office of Massachusetts Governor Deval Patrick. While there, he worked with senior administration officials on homeland security and transportation finance issues. Prior to his work at the state level, David was Assistant Homeland Security Director for the City of Boston and eight other metropolitan communities. While in Boston, David planned for and executed more than $50 million in federal homeland security funding, addressing issues such as communications interoperability, incident command, and critical infrastructure protection through innovative programs that enhanced interagency coordination and prepared the region to respond more effectively to incidents of terrorism.
David holds a Master's in Public Policy from Harvard University's John F. Kennedy School of Government. At Harvard, David concentrated on international security and served as Co-Chair of the International Security Caucus. David also served as a teaching assistant in national security courses taught by Dr. John White, Mr. Richard Clarke, and Mr. Rand Beers.
David lives in Washington, D.C. with his wife, Erin.
