Colin Deschamps
Colin Deschamps is a Program Manager with the
USAID's Office of Transition Initiatives (OTI). He is based in Washington and
supports implementation of OTI’s Afghanistan Stabilization Initiative in
southern and eastern Afghanistan. Prior to joining OTI, Colin was based in
Kabul where he worked for the World Bank on the National Solidarity Program
(NSP), a local governance and rural reconstruction program. In this role, Colin
provided strategic guidance for the NSP, management support to the Government
of Afghanistan, and contributed to designing the third-phase of the NSP. Before
this, Colin was based in Kabul with the Afghanistan Research and Evaluation
Unit (AREU), where he focused on a variety of topics, particularly land
conflict and the opium economy. Colin also has experience in the Democratic
Republic of Congo, Tajikistan, the Palestinian Territories and Mozambique, as
well as in Washington, DC and New York. He holds an MS in civil engineering
from Virginia Tech, where he focused on water issues in conflict and
post-conflict countries.
