Mark Davidson
Mark Davidson is a Corporate Director, Strategy for Northrop Grumman Corporation located in
Los Angeles, California. He supports the Electronic Systems and Ship Building News sectors.
In this capacity, Mr. Davidson provides strategic guidance and planning input to the operating
sectors and the Corporations Executive staff, to include the President and the Chief Executive
Officer. He also participates in strategic acquisitions and divestitures in this role.
Prior to Northrop Grumman, he was an independent business consultant and board member for
several profit, non-profit and government agencies in California and Washington, D.C. He
provided assistance to the Secretary of Defense’s office of Net Assessment for the Department of
Defense Strategy for the 21st Century study, authoring two annexes and sections of the report in
the spring of 2001.
From 1998 to 2001, Mr. Davidson served as a member of the Senior Executive Service as the
Deputy Assistant Secretary of the Navy for Reserve Affairs. During his tenure, the Navy
Department’s level of personnel funding for the Navy and Marine Corps reserves were at all time
highs. Advances were made in the areas of equipment modernization, facilities improvement,
and training resources. In the area of program management and acquisitions, Mr. Davidson
provided executive oversight of C-40 aircraft procurement, the Defense Integrated Human
Resource Management System (DIHRMS), the Littoral Surveillance System (LSS / TESSN) and
secretariat involvement in meeting Y2K requirements for all Navy personnel systems. He also
served on the Secretary of Defense’s Reserve Forces Policy Board working on Secretary of
Defense initiatives pertaining to total force integration.
Additionally, while serving as Deputy Assistant Secretary, Mr. Davidson lead efforts to expand
military pay and benefit programs for active, Guard & Reserve and retirees. Efforts resulted in
the establishment of the military Thrift Savings Program (TSP), retiree Tri-Care benefits, and
restoration of military retirement benefits to 50% of base pay for 20 years of service (repeal of
“redux”).
Prior to entering government service, Mr. Davidson worked as in the banking industry and as a
general management consultant in Los Angeles.
Mr. Davidson’s military experience includes tours aboard surface combatants, and staff duty
with the Military Sealift Command, the Staff of the Chief of Naval Operations, the staff of the
Commander, Navy Surface Forces Atlantic, the staff of the Commander, Pacific Fleet, Navy
Region Southwest and Commander, 7th Fleet.
